You can only downgrade once a year, this because most plans are payed per year. If you are in the first 30 days of your new account you can always request for a downgrade.

Please note that with a downgrade all kind of settings can change, i.e. the total of mySQL databases you have available will be limited in a downgrade, just as the total of email addresses.

In order to downgrade contact the sales department, please remember to include your account name, and your domain name.
